The Authority meets in public four times a year at meetings held throughout Gloucestershire. Authority members are keen to encourage as many people as possible to attend its meetings.

Members of the public are entitled to ask a public question at Authority meetings, relating to the work of the Authority or its statutory functions - these should be submitted in writing to the Chief Executive at least three clear working days prior to the meeting. If the person raising the question attends the meeting, the question will be read out and responded to by the Authority's Chairman, and this will be recorded in the minutes of the meeting. If the person raising the question is not able to attend we will provide them with a written response.

Purpose
To secure the maintenance of an efficient and efficient police force for Gloucestershire, and to hold the Chief Constable to account.

To adopt or change the Authority’s Standing Orders and Financial Regulations;
To adopt the Model Code of Conduct for Members;
To adopt or change terms of reference of itself and any Committee, Board or other body within the Authority;
To appoint the Chairperson and Vice-Chairperson of the Authority;
To appoint members to any Committee, Board or other body within the Authority;
To appoint representatives to outside or other bodies;
To consider reports of the Authority’s Working Groups and Committees;
To monitor the use of delegated powers.

Strategy

To approve and publish the Local Policing Plan;
To approve the annual capital and revenue budgets, and set the precept to be levied in the area;
To monitor Treasury Management activities and Prudential Indicators;
To monitor the execution of the Local Policing Plan;
To monitor the Constabulary’s compliance with the Human Rights Act;
To approve the Authority’s Estates Strategy;
To approve the Authority’s Equality Schemes.

Communication

To receive and answer questions from the public;
To consider and approve the Annual Report;
To consider and approve the Local Policing Summary;
To receive the Chief Constable’s Annual and Quarterly Reports.

General

To maintain an effective Independent Custody Visitor scheme;
To perform any other function necessary to fulfil the purposes of the Authority.
