Working to ensure Efficient, Effective Policing for Gloucestershire

Gloucestershire Police Authority has 7 Officers, some employed on a part time basis.

  • Andy Champness is the Chief Executive and Monitoring Officer.
  • David Bennett is the Authority's Treasurer.
  • The Authority is staffed by Diane Dungey, Deputy Chief Executive; Sam Gibbs, Community Engagement Officer; Sarah Stanley, Administrative Officer and Custody Visitor Scheme Administrator; and Ali Wilde, Committee Services Officer.
  • The Authority office is at Holland House, Lansdown Road, Cheltenham.

Outline of Roles

Andy Champness provides strategic and policy advice to Members of the Authority and ensures the Authority fulfils its statutory role. Andy is also the Authority's Monitoring Officer, a Barrister, and a member of the Chartered Management Institute.

David Bennett provides Treasury Services to the Authority. Dave provides advice to Members on all financial matters and acts as the Authority's Chief Financial Officer as required by Section 112 of the Local Government Act 1988. Dave is a member of the Chartered Institute of Public Finance and Accountancy, (CIPFA).

Diane Dungey manages the Authority office and supports and deputises for the Chief Executive, including acting as the Deputy Monitoring Officer. Diane is a Fellow of the Chartered Management Institute and an Associate member of the Chartered Institute of Personnel and Development.

Sarah Stanley is responsible for the smooth running of the Authority's Custody Visitor Scheme. Sarah also prepares papers and agendas for, and minutes, the Authority's Human Resources and Police Professional Standards Committee and the Partnership, Communities and Engagement Committee.

Ali Wilde is responsible for the administration of the Authority's Committee Structure, ensures agendas and papers are prepared and sent out in a timely fashion and also takes minutes at Authority meetings.

Sam Gibbs is the Authority's Community Engagement Officer, responsible for organising community engagement events across the county in accordance with the requirements of both the Police Authority and the Criminal Justice Board, encouraging communication between the public and criminal justice agencies
